Rather than implement the tried and tested method of traditional residential roads, he listened to minor pressure groups and decided to go a step too far and implement a blanket limit, ultimately to save costs of deployment. The pilot phases of the project were hugely mismanaged and he failed to work with the public, despite giving him excellent feedback. Even now, he still isn't listening and still hasn't learned that the people of Wales don't want a blanket limit on every 20mph road.
